The Environmental Management Administration (EMA), Ministry of Environment (opens in a new window) held the 2026 Construction Inspection Training and Outreach Seminar on October 13 to strengthen environmental agencies' practical understanding of reporting through the public works cloud system and managing construction quality. Participants included environmental protection bureaus of special municipalities, counties and cities, agencies responsible for projects implemented or subsidized by the Ministry, and related contractors. Practical training and a visit to an award-winning facility supported experience sharing across organizations and the continued implementation of quality controls.
The EMA noted that environmental infrastructure directly affects the quality of everyday surroundings, and that construction quality and safety depend on sound management at every stage. Through inspections, guidance and training over the years, the Construction Inspection Group has helped agencies establish standardized quality controls and mechanisms for sharing experience. These joint efforts earned the Ministry an excellent rating in the Public Construction Commission's performance assessments for five consecutive years, from 2021 through 2025.
The seminar focused on three areas: practical reporting, preventing deficiencies, and learning through a site visit:
- Strengthening project management through information systems: Participants received explanations and operational guidance on the project management component of the Public Construction Commission's Public Works Cloud System. The training helped them understand system operations and data reporting, improving the completeness and accuracy of records throughout project implementation.
- Understanding and preventing common deficiencies: Drawing on recurring findings from past construction inspections, the seminar reviewed quality management and occupational safety and health controls. Participants learned the key points of practical oversight to reduce repeated deficiencies.
- Visiting an award-winning facility: Participants visited Taichung City's Shuinan Water Resources Recycling Center, which received an honorable mention in the Public Facility Maintenance and Management category of the 22nd Public Construction Golden Quality Awards. Guided discussion of its maintenance practices provided a reference for managing facilities after construction is complete.
The EMA expressed the hope that participants would apply what they learned in their own projects, continue to implement quality and safety controls, and steadily improve the quality of public environmental infrastructure, providing a better, safer and more sustainable environment for everyone.
